    On Saturday--a gleaming white four-master--the Spanish naval training ship "Juan Sebastian Elcano" sailed into Norfolk, Virginia. On board were seventy-one naval cadets and one VIP-- in the process of getting an international build-up. Twenty-year old Prince Juan Carlos de Bourbon is supposedly being groomed to take over the Spanish throne after the Generalissimo retires or dies. The Prince --now undergoing accelerated navy training--after completing his army training (both necessary to round out a royal education) is making his first foreign trip. Some say Franco sent him here to impress Washington that he intends to eventually to restore the monarchy in Spain. Juan Carlos--known as Juanito to his friends--is six feet tall, handsome, blond and has a title. These attributes should cause him little trouble in the United States where matrons nostalgically recall the Prince of Wales visit here in the Nineteen Twenties. The American girls are certain to swoon over Juanito. He'll spend three days in Washington where he will see President Eisenhower- and three in New York. The Prince's father--known in Spanish as Don Juan-- claims the throne as the heir to the late King Alfonso. Some monarchists prefer the father to the son--But Franco has designated Juan Carlos for the job.
