    The proclamation followed the announcement that police in Montreal and Quebec City had made 154 arrests under the emergency regulations.

    The extraordinary proclamation of the War Measures Act, previously invoked only during the two World Wars, came as the hunt for the two kidnap victims--British Trade Commissioner James Cross and Quebec Labour Minister Pierre Laporte--seemed to be reaching a climax.
