YESTERDAY, GENERAL THIEU DISSOLVED THE ARMED FORCES COUNCIL WHICH HAS RULED SOUTH VIETNAM FOR TWO AND A HALF YEARS.

    THE PRIME MINISTER OF SOUTH VIETNAM, AIR VICE MARSHAL NGUYEN CAO KY, WHO NOW BECOMES VICE PRESIDENT, GREETED BOTH VISITORS AT SAIGON'S TAN SON NHUT AIRPORT, ONE OF THE WORLD'S BUSIEST, WHICH WAS HEAVILY GUARDED FOR THE OCCASION.

    (AFTER BEING SWORN-IN TODAY, PRESIDENT THIEU SAID IN HIS TELEVISED INAUGURAL ADDRESS TO THE NATION THAT HE WOULD NAME A DIRECT PROPOSAL TO THE NORTH VIETNAMESE GOVERNMENT TO SIT DOWN TOGETHER AND SEEK WAYS TO END THE WAR. HE SAID HE WOULD "WIDELY OPEN THE DOOR OF PEACE AND LEAVE IT WIDE OPEN TO THE NORTH VIETNAMESE AUTHORITIES.")
