    AN HISTORIC MOMENT IN THE CONSTITUTIONAL DEVELOPMENT OF UGANDA... WHEN BENEDICTO KIWANUKA, MINISTER WITHOUT PORTFOLIO IN THE NEW UGANDA GOVERNMENT, FLEW INTO ENTEBBE AIRPORT FROM LONDON JULY 2 HE WAS HANDED A LETTER FROM THE GOVERNOR OFFICIALLY NAMING HIM UGANDA'S FIRST CHIEF MINISTER. WITH THIS APPOINTMENT, THE POST OF CHIEF SECRETARY WILL BE ABOLISHED, AND THE PRESENT HOLDER OF THE POST - MR G.B. CARTLAND - WILL BECOME DEPUTY GOVERNOR.

    THERE WERE SCENES OF YUMULTUOUS ENTHUSIASM AT THE AIRPORT, MR. KIWANUKA WAS CARRIED FROM THE AIRPORT AND DEPOSITED ON A POLICE TENDER TO MAKE A SPEECH. HE SAID THIS WAS THE FIRST STEP TO INDEPENDENCE - UGANDA WOULD "ALMOST CERTAINLY" BE INDEPENDENT BY 1962, AND A DATE WOULD PROBABLY BE SET AT THE LONDON CONSTITUTIONAL CONFERENCE THIS SEPTEMBER.

    MR. KIWANUKA IS LEADER OF THE DEMOCRATIC PARTY. HIS APPOINTMENT WAS FORECAST EARLIER; AND HE HIMSELF SAID AFTER TALKS IN LONDON RECENTLY WITH THE BRITISH COLONIAL SECRETARY THAT AN ANNOUNCEMENT WOULD BE MADE ON HIS RETURN. HE NOW LEADS THE LEGISLATIVE COUNCIL.

    A PROTECTORATE GOVERNMENT SPOKESMAN SAID THE NEW APPOINTMENTS WOULD MAKE NO DIFFERENCE TO RELATIONS BETWEEN BUGANDA AND THE PROTECTORATE, WHICH WOULD REMAIN THE RESPONSIBILITY OF THE GOVERNOR.
