    French marines and paratroopers, the first contingent of the multinational peacekeeping force arrived in Beirut Port on September 24. A handful of the 350 French soldiers stayed in the port to await the arrival of the American and Italian troops will complete the peacekeeping force brought back to Beirut after the recent massacre of Palestinian refugees. A group of paratroops, the first of the 1,000 Italian soldiers had already left for Lebanon and the 800-strong US marine force is expected to leave within the next few days. French commanders were surprised on arrival at the port by the unexpected presence of Israeli troops at the dockside. The Israelis had promised to vacate the port area in time for their arrival. The French Ambassador was forced to insist that the detachment, apart from a small medical team be withdrawn. The majority of the French troops took up positions near the French Ambassador's residence. Diplomatic sources said the French and Italian governments did not wish their troops to encounter Israelis while taking up positions in West Beirut. The Israeli presence in the Moslem west of the city has already been reduced to a few key positions and the Israelis have promised to vacate the area by September 26.
