    THE SECOND FOREIGN MINISTERS MEETING OF THE ASSOCIATION OF SOUTH EAST ASIA - ASA - OPENED IN MANILA ON APRIL 2. IT WAS PROBABLY THE MOST VITAL ASA MEETING SINCE THE ORGANISATION WAS FORMED BY MALAYA,THAILAND AND THE PHILIPPINES IN 1961 WITH THE AIM OF ECONOMIC AND CULTURAL COOPERATION IN SOUTH EAST ASIA.

    THE PROPOSAL TO FORM MALAYSIA, CONFLICTING WITH THE PHILIPPINES CLAIM TO NORTH BORNEO, HAD CAUSED TWO POSTPONEMENTS OF THIS MEETING IN MANILA AND TENSIONS BETWEEN MALAYA AND INDONESIA OVER MALAYSIA WERE IN THE BACKGROUND. WHILE THE MAIN PURPOSE OF THE GATHERING O LEADERS IN MANILA WAS TO FURTHER THE WORK OF ASA, TALKS BETWEEN THE MALAYAN PRIME MINISTER, TUNKU ABDUL RAHMAN, AND PRESIDENT MACAPAGAL OF THE PHILIPPINES OVER THE MALAYSIA PLAN WERE EXPECTED TO BE VITAL TO THE FUTURE OF SOUTH EAST ASIA.

    AN ATMOSPHERE OF CORDIALITY MARKED THE AIRPORT WELCOMES OF MALAYAN PRIME MINISTER AND EXTERNAL AFFAIRS MINISTER TUNKU ABDUL RAHMAN AND THAILAND'S FOREIGN MINISTER, MR. THANAT KHOMAN ON APRIL 1.

    THE TUNKU APPEARED IN THE BEST GOOD HUMOUR WHEN HE WAS PERSONALLY MET AT THE AIRPORT BY PRESIDENT MACAPAGAL, OF THE PHILIPPINES, IN A BREAK WITH PROTOCOL.

    A CROWD OF NEARLY TWO THOUSAND FILIPINOS JAMMED THE AIRPORT TO GIVE THE TUNKU A ROUSING WELCOME. HE WAS LATER INTRODUCED TO CABINET MINISTERS AND DIPLOMATS BY PRESIDENT MACAPAGAL.

    LATER, THAILAND'S REPRESENTATIVE, MR. KHOMAN ARRIVED AT NIGHT WITH HIS WIFE. THEY WERE MET AT THE AIRPORT BY THE PHILIPPINES VICE-PRESIDENT AND FOREIGN MINISTER, MR. PELAEZ.

    ON APRIL 2, THE THREE ASA MINISTERS RAISED THE FLAGS OF THEIR COUNTRIES OUTSIDE THE NATIONAL SCIENCE DEVELOPMENT BOARD BUILDING WHERE THE CONFERENCE WAS HELD.

    ON APRIL 3, THE TUNKU DISCUSSED MALAYSIA WITH PRESIDENT MACAPAGAL WHILE THEY DROVE TO THE WACK WACK GOLF COURSE FOR A ROUND OF GOLF.

    THE TUNKU SAID: " THE PRESIDENT TOLD ME HE WAS MOST INTERESTED TO HEAR WHAT I HAD TO SAY ABOUT MALAYSIA. HE QUESTIONED ME EXHAUSTIVELY ON ALL ASPECTS OF THIS MATTER AND WE GOT ON SO WELL THAT HE AGREED TO CONTINUE OUR TALKS AFTER HE RETURNS FROM BAGUIO."
