    THE CHIEF JUSTICE OD GHANA, MR. JUSTICE AKUFFO-ADDO, ON FRIDAY PRESENTED A COPY OF THE COUNTRY'S DRAFT CONSTITUTION TO THE CHAIRMAN OF THE NATIONAL LIBERATION COUNCIL, LIEUTENANT-GENERAL ANKRAH. THE CHIEF JUSTICE WAS ACTING IN HIS DUAL ROLE AS CHAIRMAN OF THE CONSTITUTIONAL COMMISSION, A BODY APPOINTED BY THE NLC TO PREPARE A DRAFT CONSTITUTION WHICH MOST SUITED GHANA'S NEEDS. THE PRESENTATION TOOK PLACE IN A SPECIAL CEREMONY IN OSU. ATTENDED BY ADMINISTRATION LEADERS AND SERVICE CHIEFS.

    THE COMMISSION, WHICH HAD WORKED FOR 14 MONTHS, PREPARING THE DRAFT CONSTITUTION, HAD HELD A TOTAL OF 63 PLENARY MEETINGS AND 38 STANDING COMMITTEE MEETINGS, IN CAMERA. IT VISITED VARIOUS PARTS OF THE COUNTRY AND AHEAD EVIDENCE FROM 567 PERSONS. IT ALSO RECEIVED A TOTAL OF 721 MEMORANDA, FROM GHANA AND ABROAD. THE COMMISSION WAS MADE UP OF 19 PERSONS, INCLUDING THREE SECRETARIES.

    OPENING THE PRESENTATION CEREMONY, MR. JUSTICE AKUFFO-ADDO DESCRIBED THE OCCASION AS HISTORIC, IN THE SENSE THAT IT WAS THE FIRST OF IT'S KIND IN INDEPENDENT GHANA. HE SAID THAT, WHATEVER FROM THE CONSTITUTION OF THE COUNTRY WOULD FINALLY TAKE, THE DRAFT DOCUMENT WOULD BE CLASSIFIED AS AN HISTORIC DOCUMENT. HE ADDED THAT THE MEMBERS OF THE COMMISSION DID NOT CLAIM PERFECTION AND WELCOMED ANY SUGGESTIONS OFFERED BY THE PUBLIC.

    THE CHIEF JUSTICE PRESENTED A PERSONAL COPY OF THE DRAFT DOCUMENT TO LIEUTENANT-GENERAL ANKRAH AND ANOTHER TO BE GIVEN TO THE FAMILY OF THE LATE LIEUTENANT-GENERAL KOTOKA, WHO PLAYED A LEADING ROLE IN THE REVOLUTION OF 24 FEBRUARY, 1966. PERSONAL COPIES WERE ALSO PRESENTED TO ALL MEMBERS OF THE N.L.C.

    GENERAL ANKRAH, IN HIS SPEECH, CONGRATULATED MEMBERS OF THE COMMISSION ON THEIR HARD WORK AND EXPRESSED THE HOPE THAT THE DRAFT PROPOSAL WOULD BE ACCEPTED BY THE PEOPLE OF GHANA. HE DESCRIBED THE DRAFT CONSTITUTION AS ONE OF THE COUNTRY'S MOST VITAL DOCUMENTS AND SAID IT MARKED A MAJOR MILESTONE TOWARDS DEMOCRATIC RULE. GENERAL ANKRAH THEN PROPOSED A TOAST TO THE GOOD WORK DONE BY THE COMMISSION AND TO THE FUTURE PROSPERITY OF GHANA.
