    TRANSCRIPT: (SEQ 3): KENNEDY: "WELL, I THINK IT (BRITAIN) WILL PLAY A SIGNIFICANT ROLE AS A NUCLEAR POWER. THE PROBLEM WITH SKYBOLT IS IT'S THE MOST SOPHISTICATED WEAPON IMAGINABLE. TO FIRE A MISSILE FROM A PLANE MOVING AT HIGH SPEED TO HIT A TARGET A THOUSAND MILES AWAY, REQUIRES THE MOST ADVANCED ENGINEERING AND, OF COURSE, IT HAS BEEN REALLY IN A SENSE THE KING OF ENGINEERING THAT'S BEEN BEYOND US. WE HAVE PUT HALF A BILLION DOLLARS INTO IT ALREADY. TO COMPLETE, THE SYSTEM MIGHT COST ANOTHER, AND TO BUY THE MISSILE THAT WE WOULD WANT, MIGHT REQUIRE TWO-AND-A-HALF-BILLION DOLLARS. THE FIVE TESTS HAVE NOT BEEN SUCCESSFUL, SO THAT IT REALLY IS THE QUESTION OF HOW MUCH IT IS WORTH TO THE BRITISH AND OURSELVES TO PUT IN THAT KIND OF MONEY WHEN WE HAVE COMPETING CLAIMS FOR OUR AVAILABLE FUNDS. ON THE OTHER HAND, THE BRITISH HAVE A VERY IMPORTANT EQUITY IN THE MATTER. IT WAS TO DISCUSS THAT EQUITY THAT MR. MCNAMARA WENT TO GREAT BRITAIN, AND I AM SURE IT WILL BE A MATTER WHICH WILL BE DISCUSSED WITH THE PRIME MINISTER IN NASSAU, AND THE UNITED STATES, WHICH IS REVIEWING IT'S BUDGET, WILL TAKE NO FINAL DECISION UNTIL THESE CONFERENCES HAVE BEEN COMPLETED."

    (BRITAIN'S AIR FORCE HAS BEEN RELYING ON SKYBOLT TO MAINTAIN THE NATION'S INDEPENDENT DETERRENT, BECAUSE SOVIET DEFENCE SYSTEMS ARE FAST MAKING DIRECT BOMBING TECHNIQUES OBSOLETE.)
