    THE SIXTH CONGRESS OF THE RULING SENEGALESE PROGRESSIVE UNION OPENED IN DAKAR ON FRIDAY, WITH THE ACCENT ON AFRICAN AND PARTICULARLY WEST AFRICAN UNITY.

    OBSERVER DELEGATIONS HAVE COME OF DAKAR FROM ALL OVER AFRICA FOR THE CONFERENCE. IN MESSAGES OF GOODWILL AT THE OPENING OF THE CONGRESS THEY INSISTED ON THE NECESSITY OF AFRICAN CO-OPERATION AND UNITY.

    THE LEADER OF THE IVORY COAST DELEGATION, M. EKRA MATHIEU, SAID THAT THE SENEGALESE PARTY CONGRESS WAS TRADITIONALLY ONE OF THE MOST IMPORTANT EVENTS OF WEST AFRICAN POLITICAL LIFE.

    THE DELEGATION FROM GUINEA WAS LED BY M. ISMAEL TOURE. HE BROUGHT WITH HIM A RECORDED MESSAGE FROM PRESIDENT SEKOU TOURE URGING THE FOUR SENEGAL RIVER STATES....SENEGAL, MALI, MAURITANIA AND GUINEA....TO TAKE A LEADING ROLE IN MOVES TO CREATE SOME FORM OF WEST AFRICAN ECONOMIC UNION.

    OTHER FOREIGN DELEGATIONS INCLUDED REPRESENTATIVES FORM THE RULING PARTIES OF MALI, CHAD, CAMEROUN, MOROCCO, GAMBIA, TUNISIA, NIGER, ALGERIA AND MAURITANIA.

    THEY HEARD PRESIDENT LEOPOLD SENGHOR OF SENEGAL REPORT TO THE CONGRESS. HE BLAMED THE GOVERNMENTS OF DEVELOPED COUNTRIES FOR THE WORSENING TRADING POSITION OF UNDER-DEVELOPED COUNTRIES.

    HE SAID IT WAS THE GOVERNMENTS OF THE RICH COUNTRIES THAT DISTORTED THE LAW OF SUPPLY AND DEMAND WHICH THEY INVOKED TO STARVE COUNTRIES THAT WERE ALREADY POOR.
