    The role of aviation is an important factor in the development of Third World nations. Many such developing nations now have their own airline or have formed partnerships with other countries. However, not all such cooperative agreements have been a success, a notable failure being that of East African Airways earlier this year. The African Civil Aviation Commission (AFCAC) was found in 1969 to promote the coordination and cooperation of air transport throughout the continent. Representatives of AFCAC met in the Togolese capital of Lome on Tuesday (24 May) to discuss recent developments.

    East African Airways was jointly run by Kenya, Tanzania and Uganda. However, the airline ran up huge debts and its operations were eventually stopped at the beginning of February this year. Kenya has since set up its own airline with two Boeing 707s leased from British Midland Airways.

    SYNOPSIS: The delegates at the Lome meeting heard an address by the president of AFCAC Monsieur E.R. Dwemoh. Membership of the organisation is open to all African states who are members of the Organisation of African Unity (OAU) or Economic Commission for Africa (ECA). So far, 38 countries have ratified the AFCAC convention.

    The main address of the opening session came from Monsieur Ayite Miveidor -- Togo's Minister of Mines, Energy and Public Works. M. Miveidor outlined the basic aims of AFCAC; mainly, to develop and make better use of African air transport systems. He said the full use of such resources would help the general economic development of African nations.

    Dr Assad Kotaite is President of the International Civil Aviation Organisation (ICAO). It is this organisation that lays down standards and recommendation for the operation of airlines. The AFCAC delegates will meet until the fourth of June and discuss ways of implementing the ICAO's recommendations.
