    The Secretary General of the Organisation of African Unity, Mr. William Eteki, has arrived in Nairobi for talks with Kenyan government leaders before flying on to Uganda in an effort to improve the strained relations between the two countries. The situation may not have been helped by President Amin of Uganda's latest comments against Kenya broadcast on Ugandan Radio.

    SYNOPSIS: Mr. Eteki was met at Nairobi airport by Kenya's Foreign Minister, Mr. Munyua Waiyaki. Mr. Waiyaki has issued a tough list of seven points which he says Uganda must fulfil for peace and normal relations with Kenya. These are that Uganda stops accusing Kenya of collusion with Israel over the Entebbe raid; stops accusing Kenya of blockading Uganda; stops killing Kenyans in Uganda, and stops threatening Kenya with war. On Wednesday President Amin of Uganda exacerbated the situation by saying the Kenyan leader President Kenyatta, and the majority of his government, were not Africans because of their alleged collusion in the Entebbe raid.

    President Amin was also quoted by Uganda radio as saying Britain's decision to sever diplomatic links with Uganda indicated that London was far more involved in the raid than had been admitted so far. Mr. Eteki was asked whether he thought his mediatory mission was hopeless.
