    THE GENEVA DISARMAMENT CONFERENCE TODAY (TUESDAY) HAD ITS SHORTEST MEETING EVER -- JUST ON ONE MINUTE. BUT THERE WAS GOOD REASON. IT WAS ANNOUNCED ON FRIDAY (AUGUST 11) THAT THE SOVIET UNION AND THE UNITED STATES WERE CLOSE TO AGREEMENT ON NUCLEAR NON-PROLIFERATION AND CONFERENCE DELEGATES APPARENTLY PREFERRED TO WAIT FOR THE TABLING OF A DRAFT TREATY.

    MR. WILLIAM C FOSTER, CHIEF OF U.S. DELEGATE TO THE 17-NATION DISARMAMENT CONFERENCE, AND HIS SOVIET COUNTERPART, MR. ALEXEI ROSHCHIN, MET YESTERDAY OVER LUNCH TO HAMMER OUT DETAILS OF A DRAFT TREATY. THE DRAFT, ACCORDING TO CONFERENCE SOURCES, MIGHT BE LAID BEFORE DELEGATES NEXT WEEK.

    THE NEAR-AGREEMENT BETWEEN THE SOVIET UNION AND THE UNITED STATES FOLLOWS SOVIET ACCEPTANCE OF A SIX-MONTH-OLD AMERICAN PROPOSAL TO TABLE THE DRAFT WITH A BLANK LEFT FOR THE CRUCIAS ARTICLE ON INTERNATIONAL INSPECTION AND CONTROL.

    THIS ARTICLE WILL COVER SAFEGUARDS AGAINST CLANDESTINE TRANSFER OF NUCLEAR WEAPONS OF FISSILE MATERIAL FOR MILITARY PURPOSES.
