    JAPAN'S FOURTH ATTEMPT AT LAUNCHING AN EARTH SATELITE CALLED YESTERDAY WHEN THE THIRD STAGE OF THE ROCKET TOUCHED OFF A CONTROL ON THE FOURTH AND THE FINAL STAGE SENDING IT OFF COURSE.

    THE NINE TON ROCKET WAS LAUNCHED AT THE UCHINOURA SPACE CENTRE IN SOUTHERN JAPAN. MR. HIDEON ITOKAWA, JAPAN'S LEADING SPACE SCIENTIST, COMPLAINED THAT THE ROCKED WAS FULL OF MECHANICAL DEFECTS. HE ADDED THAT THE OVERALL SYSTEM WAS SATISFACTORY BUT WHEN ELEMENTS WERE EXAMINED SEPARATELY IT WAS FULL OF DEFECTS.

    THE SCIENTIST LATER SAID THE TEAM AT TOKYO UNIVERSITY'S PAGE AND AERONAUTICAL INSTITUTE WERE DOING THEIR BEST ON A LIMITED BUDGET AND THAT HE COULDN'T REALLY BLAME THEM FOR THE FAILURE.
