    KING HUSSAN OF MOROCCO YESTERDAY (WEDNESDAY) OPENED HIS COUNTRY'S, AND AFRICA'S, FIRST SATELLITE TELECOMMUNICATIONS EARTH STATION. IT'S SITUATED ABOUT 19 MILES (30 KMS) FROM RABAT. TO MARK THE OCCASION, THE KING SPOKE BY TELEPHONE TO PRESIDENT NIXON IN CALIFORNIA BY WAY OF A TELESTAR SATELLITE.

    THE GROUND STATION WAS BUILT BY THE JOINT U.S.-MOROCCAN FIRE OF SOMTELSAP WITH FUNDING FROM A LOAN OF 4,200,000 DOLLARS (ONE AND THREE QUARTER MILLION POUNDS) FROM THE AMERICAN EXPORT-IMPORT BANK AND A LOAN OF 800,000 DOLLARS (333,000 POUNDS) FROM THE UNITED STATES AGENCY FOR INTERNATIONAL DEVELOPMENT.

    THE SERVICE THROUGH INTELSAT III, WHICH WENT INTO ORBIT IN 1968, WILL SPEED AND IMPROVE COMMUNICATIONS BETWEEN NORTH AMERICA, AFRICA AND EUROPE. THE ANTENNA AT THE STATION CAN ALSO BE USED TO PICK UP SIGNALS FROM ANOTHER SATELLITE ORBITING OVER THE INDIAN OCEAN.

    THE OPENING OF THE STATION SIGNALLED THE OPENING OF AN INTERNATIONAL SEMINAR IN RABAT AIMED AT WIDENING THE KNOWLEDGE OF PEOPLE INVOLVED IN SATELLITE TELECOMMUNICATIONS. THE CONFERENCE IS BEING ATTENDED BY MINISTERS FROM ALGERIA, EGYPT, MALI, TUNISIA, MAURITANIA, ITALY, SPAIN AND SENEGAL.
