    Mr. Mustfa Al-Ariss, member of the Central Committee of the party, said in his opening speech that it was the first time in 25 years of what he termed "clandestine and hard struggle" that such a gathering was held in Lebanon. He went on to describe the conference as "a victory for freedom".

    SYNOPSIS: Beirut was the scene for the opening of the third conference of the Lebanese Communist party on Thursday. The Lebanese branch, which is the only licensed communist party in the Arab world, attracted visiting delegates from Communist, progressive and left-wing parties and trade unions in Arab and foreign countries.

    One official gave his views on why the conference was allowed to be held.

    Observers have been speculating that Lebanon's rising cost of living will be one of the main topics discussed at the Communist party conference--public attention was caught abruptly last September when the country's Finance Ministry issued a decree raising customs dues by 25 to 100 per cent on numerous imported items.

    Delegations from the Soviet Union, West and East Germany, Poland, Czechoslovakia Rumania, Hungary, the United States and various African countries attended the opening day of the conference.

    Speakers concentrated mainly on the aims of the Lebanese Communist party, and the changes necessary for the country's development. Many of the delegates expressed their concern over rising prices in the country, and put forward various solutions aimed at bettering the economic situation.
