    In Argentina the streets of Buenos Aires' plushest inner suburbs were plunged into darkness (night of 24 October) in a full-scale blackout exercise. Reuters news agency reports that the exercise was designed to show that the cold war between Argentina and Chile over their southern border at the Beagle channel area could turn hot. The blackout coincided with the last scheduled round of talks on the issue between the two countries.

    SYNOPSIS: The blackout was held in the Barrio Norte area of the city and lasted an hour. Civil defence workers showed motorists how to tape paper over their headlights. The war preparations follow Argentina's rejection of the International Court's ruling that three islands in the southern border region belong to Chile.

    The blackout served to show Chile that the Argentine Government is seriously considering the possibility of war, and it also showed the population of Buenos Aires that air raids are a possibility if the talks break down. At stake are not only the three southern islands, but also a 200 mile (322 kilometre) management zone in an area of ocean potentially rich in krill and oil. Other war preparations have included a major army exercise and the call-up of army reserves.
