    Background: Iran's Prime Minister, Mr. Amir Abbas Hoveyda, on Monday (11 February) ended a four-day official visit to Senegal, during which he held talks with the senegalese President Leopold Senghor.

    The Iranian Premier said on his arrival in Dakar on Friday (8 February) his visit was intended to strengthen ties between Iran and Senegal. He was greeted by Senegal's Prime Minister Mr. Abdou Diouf, and held talks with President Senghor the following day.

    The Shah of Iran and Empress Farah were to have made the official visit. But the Shah cancelled his plans "for reasons relating to the oil situation."
    Senegalese newspapers described Iranian aid to Senegal -- worth several million U.S. dollars -- as a great example to "the people of the Third World, who often seek in desperation to escape the grip the great powers".

    However, the Iranian Prime Minister said at a press conference towards the end of his visit it would be "economically impossible" for Iran to cell oil to African countries at preferential prices.

    Prime Minister Hoveyda said current oil prices would be maintained at their present levels at least until April.
