    In a top-secret move to deceive the Irish Republican Army gunmen, British Prime Minister Edward Health made a whirlwind tour of Northern Ireland trouble spots today (Thursday) -- his first visit since taking office 18 months ago.

    The public knew nothing of the visit until unofficial reports were received about Mr. Heath visiting the soldiers in the worst trouble centres -- Londonderry, Armagh and Belfast. B.B.C. camera crews caught up with the Prime Minister towards the end of his tour, and filmed a subsequent news conference.

    Although Mr. Heath also found time for a talk with Northern Ireland Prime Minister Brian Faulkner, the main object was to visit troops, help boost morale and meet local people, both Protestant and Catholic. This was how Mr. Heath described his visit at the news conference.
