    East and West German envoys today (thursday) continued their talks aimed at improving inter-state relations, the first meeting since the Berlin four-power draft treaty announced on Monday (23 August).

    West German State Secretary Egon Bahr crossed the Berlin wall to meet his East German counterpart, Dr. Michael Kohl, for another round of the inter-German talks which have been running parallel with the four-power talks at ambassadorial level.

    The two Germanies are waiting to begin detailed discussion of the agreement as soon as it has been approved by the four Governments concerned. But it was thought likely that delegates might start talking about Berlin on a provisional basis in advance of top-level approval, which is expected to take another month.

    Chief among the technical details they will have to trash out is the question of access across the 110 miles (176 km.) of East German territory which lies between West Germany and West Berlin.
