    THE U.N. SECURITY COUNCIL ADJOURNED EARLY TODAY (SATURDAY) AFTER HEARING PANAMA ACCUSE THE UNITED STATES OF AGGRESSION. THE CHARGE FOLLOWED THE CLASHES BETWEEN AMERICAN TROOPS AND PANAMANIAN DEMONSTRATORS ALONG THE CANAL ZONE BORDER DURING THE PAST 36 HOURS.

    MR. ADLAI STEVENSON, IN DENYING THE CHARGE, PROPOSED THE COUNCIL LEAVE IT TO THE ORGANISATION OF AMERICAN STATES (OAS) TO SETTLE THE QUARREL. LATER THE SECURITY COUNCIL ADJOURNED ON THE UNDERSTANDING THAT ITS CURRENT PRESIDENT, SENOR RENAN CASTRILLO JUSTINIANO OF BOLIVIA, SHOULD APPEAL TO THE U.S. AND PANAMANIAN GOVERNMENTS FOR A CEASE-FIRE AND AN END TO THE BLOODSHED.

    LAST NIGHT'S EMERGENCY MEETING OF THE COUNCIL WAS REQUESTED BY DR. AQUILINO BOYD, CHIEF REPRESENTATIVE OF PANAMA, WHO FLEW INTO NEW YORK EARLIER FROM THE CANAL ZONE. AT THE KENNEDY INTERNATIONAL AIRPORT HE TOLD REPORTERS THAT THE U.S. ARMY WAS "SHOOTING AGAINST DEFENCELESS PEOPLE."
