    PRESIDENT JOHNSON PLEDGED TODAY (TUESDAY), THAT THE U.S. WOULD DEFEND SOUTHEAST ASIA AGAINST COMMUNIST ENCROACHMENT, BUT MADE IT CLEAR THAT HE HAD NO PLANS TO EXTEND PRESENT HOSTILITIES INTO COMMUNIST TERRITORY ITSELF.

    THE PRESIDENT WAS SPEAKING AT A WASHINGTON PRESS CONFERENCE, HELD AGAINST THE BACKGROUND OF THE 2-DAY, TOP LEVEL CONFERENCE IN HONOLULU, TO PLAN STRATEGY AND POLICY IN THE WAR AGAINST THE VIETCONG IN SOUTH VIETNAM, AND TO MEET THE MILITARY THREAT POSED BY PATHET LAO ADVANCES IN LAOS. THE HONOLULU CONFERENCE ENDED TODAY, AND DEAN RUSK AND AMERICAN DEFENCE SECRETARY MCNAMARA ARE FLYING BACK TO WASHINGTON TO PRESENT ITS RECOMMENDATIONS TO PRESIDENT JOHNSON.

    FURTHER DEVELOPMENTS IN THE SOUTHEAST ASIAN SITUATION TODAY (TUESDAY): THE U.S.STATE DEPARTMENT ANNOUNCED THAT AMBASSADORIAL-LEVEL TALKS ON THE LAOTIAN CRISIS HAD BEGUN IN THE CAPITAL, VIENTIANE, BETWEEN BRITAIN, UNITED STATES, THAILAND, CANADA, SOUTH VIETNAM AND INDIA. THE TALKS ARE BEING HELD UNDER ARTICLE FOUR OF THE 1962 GENEVA AGREEMENT, WHICH CALLS ON SIGNATORIES TO 'CONSULT' IN THE EVENT OF A VIOLATION OR A THREAT TO LAOTIAN INDEPENDENCE AND NEUTRALITY.

    MEANWHILE IN LAOS ITSELF, HEAVY FIGHTING IS CONTINUING IN THE CENTRAL REGION, AS PATHET LAO FORCES MOVE INTO MOUNTAINOUS COUNTRY SOUTH OF THE PLAIN OF JARS. TO THE WEST OF THIS AREA, AROUND THE KEY VILLAGE OF PAKSANE NEAR THE THAI BORDER, THINGS ARE QUIETER AT THE MOMENT.

    FILMS SHOWS A CONCRETE BRIDGE WHICH ONCE LINKED PAKSANE TO VIENTIANE, BUT WAS DESTROYED IN THE 1960 BATTLE FOR VIENTIANE. NO ATTEMPT HAS BEEN MADE TO REPAIR IT, BUT THE NEUTRALISTS HAVE BUILT A FLOATING PONTOON BRIDGE ALONGSIDE IT, SO THAT REINFORCEMENTS CAN BE TAKEN TO THE AIRSTRIP AT PAKSANE, FOR EVENTUAL AIR-DROPPING TO NEUTRALIST POSITIONS ON THE PLAIN OR JARS. PAKSANE, WHICH HAS HARRASED BY THE PATHET LAO A FORTNIGHT AGO, NOW HAS A STRONG NEUTRALIST FORCE GUARDING IT. THE LOCAL CATHOLIC MISSION SCHOOL IS OPEN, AND BEFORE CLASSES START THE CHILDREN ASSEMBLE OUTSIDE THE BUILDING TO SING THE LAOTIAN NATIONAL ANTHEM.
