FOCAL POINT OF THE CELEBRATIONS WILL BE THE CAPITAL, BRAZZAVILLE, WHERE POLICE PATROLS AND ROAD-BLOCKS ARE JUST ONE INDICATION OF THE FACT THAT THE COUNTRY'S INTERNAL DIFFERENCES HAVE NOT YET BEEN SETTLED.

    THIS ANNIVERSARY CO-INCIDES WITH THE REPUBLIC'S FIFTH ANNIVERSARY AS AN INDEPENDENT NATION. BUT IN THE FIVE YEARS SINCE POLITICAL SOVEREIGNTY WAS ACHIEVED, THE REPUBLIC OF THE CONGO HAS BEEN FACE WITH A SERIES OF POLITICAL CRISES AND A DETERIORATION IN RELATIONS WITH THE NEIGHBOURING CONGO REPUBLIC (LEOPOLDVILLE), WHICH AT ONE TIME POSED THE TREAT OF HOSTILITIES BETWEEN THE TWO COUNTRIES.

    WHEN THE ABBE YOULOU WAS DEPOSED TWO YEARS AGO, POPULAR OPPOSITION TO HIS GOVERNMENT STEMMED FROM HIS PROPOSALS TO ESTABLISH A ONE-PARTY STATE. NOW, THE COUNTRY IS A ONE-PARTY STATE - THE MOVEMENT NATIONAL DE LA REVOLUTION (MNR) BEING NAMED THE SOLE POLITICAL PARTY ON JULY 2, 1964. DISAGREEMENTS OVER FOREIGN POLICY FORCED THE RESIGNATION OF ROMAN CATHOLIC MEMBERS OF PARLIAMENT - SOME OF WHOM HAD TAKEN AN ACTIVE PART IN THE OVERTHROW OF PRESIDENT YOULOU. THE FORMER PRESIDENT NOW LIVES IN EXILE IN LEOPOLDVILLE.

    THE LATEST OUTBURST OF ANTI-GOVERNMENT ACTIVITY CAME DURING JULY'S ALL AFRICAN GAMES IN BRAZZAVILLE, WHEN CONGOLESE - ALLEGEDLY FROM LEOPOLDVILLE - ATTEMPTED TO CREATE DISTURBANCES. STRICT SECURITY MEASURES WERE IMPOSED, AND EVEN NOW THEY REMAIN IN FORCE WITH POLICE PATROLS AND ROAD-BLOCKS IN OPERATION IN BRAZZAVILLE.

    BUT THE GOVERNMENT OF PRESIDENT MASSEMBA-DEBAT IS MAKING GREAT EFFORTS TO INTRODUCE NATIONAL UNITY INTO THE COUNTRY. IT IS PERSUING, IN FOREIGN POLICY, A PLAN OF NON-ALIGNMENT, WHILE MAINTAINING ECONOMIC AND CULTURAL RELATIONS WITH BOTH EAST AND WEST.

    HOWEVER, ITS GREATEST EFFORTS ARE BEING MADE AMONGST THE YOUNG OF THE REPUBLIC OF THE CONGO. STUDENTS RETURNING HOME FROM OVERSEAS AND THE YOUTH LEAVING SCHOOLS AND IN THE TRADES ARE BEING ASKED TO VOLUNTEER FOR NATIONAL SERVICE IN THE ARMED FORCES AS A MEANS OF EXPRESSING UNITY - AND IT IS A CALL WHICH HAS BEEN ANSWERED.
