    CROSLAND: "It depends more than what. I mean I think it was always clear that we would have to convene this conference, to chair this conference. The conference that would seek to set up the interim government, but after that I would hope that more and more, the two sides of Africa, the black Rhodesians and the white Rhodesians would settle things amongst themselves. And I think that it's up to the British government to try and settle this matter at the end of the day. It's our job to convene the conference. These people want us, as I think they do, to chair the conference to bring the two sides together -- but it's not our job to negotiate -- that's for the black Rhodesians and white Rhodesians."



    REPORTER: "How many of the black Rhodesian African leaders do you expect or hope will attend the conference?"



    CROSLAND: "That's up to them. That's not for us to decide. We said we want to know who the participants will be. That question ought to be decided by the white Rhodesians on the........one hand and the black Rhodesians on the other. It's not for us to decide. We shall sit there at the head of the table and see who turns out."



    KISSINGER: "There is the idea of the fund that could be used for investment as well as for guarantees. The purpose is not to drive the whites out, but to enable the whites to stay there."



    VALERIANI: "Then why should the American taxpayers pay for guarantees for white Rhodesians?"



    KISSINGER: "Because the consequences are a race war in southern Africa, with foreign intervention and the possible fall of Africa that would be the alternative -- would cost the American taxpayer infinitely more than what we are thinking about now might cost us."

    Background: Britain has agreed to convene a constitutional conference to try and set up an interim government in Rhodesia. It'll be staged somewhere in southern Africa in about a fortnight. Foreign Secretary Anthony Crosland, spoke about Britain's role int he settlement on Wednesday (29 September). Meanwhile, the Untied States Secretary of State, Dr. Henry Kissinger, has been explaining a proposed international fund which may be set up to help the whites in Rhodesia. Mr. Crosland was asked if Britain was playing more of an intermediary than before.
