    THE PRIME MINISTER OF JAMAICA, MR HUGH SHEARER, HAS PAID A THREE-DAY VISIT TO SIERRA LEONE. HE TOLD A NEWS CONFERENCE THERE THAT HE WAS VISITING AFRICA TO MAKE PERSONAL CONTACTS WITH HEADS OF STATES.

    MR. SHEARER WAS GREETED BY A 21 GUN SALUTE WHEN HE ARRIVED IN FREETOWN BY AIR LAST SUNDAY, (OCTOBER 5). HE WAS MET AT THE AIRPORT BY THE PRIME MINISTER OF SIERRA LEONE, DR. SIAKA STEVENS, AND MEMBERS OF HIS CABINET. THE TWO PRIME MINISTERS HAD FIRST MET AT THE COMMONWEALTH PRIME MINISTERS' CONFERENCE EARLIER IN THE YEAR.

    SPEAKING TO REPORTERS MR. SHEARER LATER SAID THAT THE WANTED TO MAKE PERSONAL CONTACT WITH HEADS OF THE STATE IN AFRICA AND ALSO HE HOPED TO FOSTER BETTER TRADE AND ECONOMIC RELATIONS AND TO SEEK TECHNICAL ASSISTANCE FOR JAMAICA.

    BEFORE GOING TO AFRICA HE VISITED FIVE COUNTRIES IN EUROPE - FRANCE, LUXEMBOURG, ITALY, BELGIUM AND BRITAIN.

    THIS WAS THE FIRST VISIT BY A JAMAICAN PRIME MINISTER TO SIERRA LEONE.

    THOUSANDS OF PEOPLE, INCLUDING SCHOOLCHILDREN CHEERED MR. SHEARER AS HE TRAVELLED AROUND FREETOWN AND VISITED VARIOUS INDUSTRIES DURING HIS STAY.

    AMONG THE PLACES HE VISITED WERE AN INDUSTRIAL ESTATE, A BREWERY, TOBACCO COMPANY FACTORY, AND THE SIERRA LEONE OIL REFINERY.

    MR. SHEARER SAID THAT HE WAS IMPRESSED BY SIERRA LEONE'S INDUSTRIAL DEVELOPMENT.

    AT THE BREWERY HE WAS TOLD THAT THE COMPANY HAD PLANS FOR EXPANSION - IN FACT CONSTRUCTION WORK HAD ACTUALLY BEGUN - AND THAT IT WAS LOOKING FOR OUTSIDE MARKETS FOR ITS PRODUCTS.

    MR. SHEARER ALSO ADDRESSED THE STAFF AND STUDENTS OF FOURAH BAY COLLEGE AT THE UNIVERSITY OF SIERRA LEONE, AND ATTENDED A DINNER GIVEN BY THE ACTING GOVERNOR-GENERAL AT THE STATE HOUSE.

    HE TOLD THE STUDENTS AND STAFF OF THE UNIVERSITY THAT THE SOLUTION FOR PROBLEMS FACING THE DEVELOPING COUNTRIES COULD NOT BE FOUND IN MONOLITHIC IDEOLOGIES - NOR IN OUTDATED THEORIES OF THE 18TH CENTURY BASED ON CONDITIONS EXISTING AT THAT TIME IN INDUSTRIAL COUNTRIES.

    HE SAID THAT THE STUDENTS SHOULD BE CONCERNED ABOUT PROPOSALS TO CHANGE AND BUILD.
