    Background: Prince Albert of Belgium, deputizing for his brother King Baudouin, laid the foundation stone at Mol, Belgium, July 7, of the world's first internationally-owned nuclear fuel processing plant. The plant, for OEEC's European Nuclear Energy Agency, is due to begin operation in 1963.

    Prince Albert placed in a stone plinth a symbolic fuel element containing a parchment recording the inaugural event.

    Thirteen OEEC countries will use the plant for processing used fuel elements from their nuclear reactors to separate fission products and plutonium, and to recover unused uranium. They are Austria, Belgium, Denmark, France, Germany, Italy, Netherlands, Norway, Portugal, Spain, Sweden, Switzerland, Turkey.
