    Mr. Mintoff-- ex-Premier of Malta--- told nine thousand of his supporters gathered at the Empire Sports Stadium in Valetta, on May Day, that if his party, the Labour Party, was returned after the island's elections it would accept only a new draft constitution under which there would not be any "Imperial Government side" in Malta.

    He also told the crowd that "Malta's chains must be broken" and repeated his denunciation of Sir Robert Laycock, the Governor, and the Police Commissioner, Mr. de Gray. He urged his supporters to remain calm and refrain from demonstrations until given further directives.

    When Mr. Mintoff declared that Mr. de Gray was "the biggest traitor in Malta" the May Day demonstrators booed and catcalled.

    Earlier Mr. Tabone, president of the Malta Labour Party, said that in view of the Governor's actions, the policy of the Party should be one of non-co-operation.

    Mr. Dom Mintoff was mobbed and cheered when he entered the Stadium and it was some few minutes before the crowd settled down sufficiently for him to start his speech. The rally was organised by the General Workers Union.

    Two thousand troops, including about one thousand Marines, were strategically placed throughout Malta against possible demonstrations. Fortunately by lunch-time they were able to return to barracks without incidences.

    The Stadium meeting broke up very quickly and waiting buses and coaches took away the participants.
