    SPEECH (TRANSCRIPT) TO END

MUBARAK: (SEQ 3) "I repeat again that we didn't sever the relations; that we didn't cut the diplomatic relations. We sacrificed a lot for the peace forces. President Sadat sacrificed his life for the peace forces, for the presidents and the peace, and they realise that very much rejectionists or moderate and we don't realise it now, afterwards we are going to realise that very, very much. So to start really, to start the initiative with our present balance, I think it's too early to do such a thing. (INDISTINCT)."

Background: INTRODUCTION: Egyptian President Hosni Mubarak has said he expects to visit Israel in the next few months. He indicated in an interview in Cairo that his first visit to Israel as President will probably take place towards the end of this year. Meanwhile, in Tel Aviv, teams of Egyptian and U.S. civil servants have begun more than a week of talks on Palestinian autonomy.

SYNOPSIS: Before the talks began, Israeli Premier Menachem Begin had told the Knesset (Parliament) Foreign Affairs and Defence Committee that he was optimistic that agreement on the issue of Palestinian self-rule would be reached. But Professor Moshe Arens, the committee chairman, was less optimistic. He thought there was a huge gap between the two sides. He said Egypt was looking for a framework that would ensure the eventual withdrawal from the West Bank and Gaza Strip. Israel was looking for the opposite -- a continued Israeli presence. Meanwhile, in Cairo, President Mubarak re-iterated his country's commitment to peace between the two countries.
