    DR. LUEBKE, THE WEST GERMANY PRESIDENT, ARRIVED AT TEMPLEHOF AIRPORT, WEST BERLIN, SEPTEMBER 24, FOR THE OPENING OF THE NEW WEST BERLIN OPERA HOUSE. THE PRESIDENT, WHO LISTENED TO A SPEECH OF WELCOME BY MAYOR WILLI BRANDT, HAS BEEN MEETING LEADERS OF THE THREE PARTIES REPRESENTED IN THE NEXT BUNDESTAG FOR AN EXCHANGE OF VIEWS ABOUT FORMING A NEW FEDERAL GOVERNMENT. HE IS UNDERSTOOD TO BE STRONGLY IN FAVOUR OF AN ALL-PARTY COALITION UNDER A CHANCELLOR ACCEPTABLE TO ALL THREE.

    AT THE FORMAL OPENING OF THE OPERA HOUSE, DR. LUEBKE, COMMENTED ON REPORTS THAT ALLIED POLICY WAS CHANGING TOWARDS A FORM OF RECOGNITION OF THE EAST GERMAN REGIME. HE SAID THAT GENERAL LUCIUS CLAY, PRESIDENT KENNEDY'S PERSONAL REPRESENTATIVE IN BERLIN, HAD NOT GONE THERE TO GIVE UP THE CITY. GENERAL CLAY HAD DEFENDED THE CITY SUCCESSFULLY IN 1948. "HE IS WITH US TODAY WITH THE SAME DETERMINATION. WE ARE GRATEFUL TO HIM AND HAVE FULL CONFIDENCE IN OUR AMERICAN, BRITISH AND FRENCH ALLIER", HE DECLARED.

    THE PRESIDENT WILL BE STAYING IN BERLIN FOR THREE DAYS BEFORE RETURNING TO BONN.
