    In the Philippines on wednesday (20 December), members of the Government signed an agreement with Japanese experts to establish measures to control flooding throughout the country's agricultural areas.

    The decision to seek Japanese assistance in flood control was prompted by the disastrous floods earlier this year when hundreds of square miles were swamped in the country's southern provinces.

    President Marcos blamed many of the local peasants for the flood damage, citing illegal dykes -- used for irrigation -- as a major factor in resisting natural drainage.

    No details on the extent of Japanese assistance were given at the signing ceremony on Wednesday, but it is hoped construction work on dams and floodgates will begin early next year.
