    SUDAN IS RETURNING TO NORMAL AFTER TEN DAYS OF CRISIS MARKED BY DEMONSTRATIONS, BLOODY RIOTS, AND THE FORMATION OF A NEW GOVERNMENT.

    NOISY DEMONSTRATIONS BY STUDENTS AND POLITICAL FACTIONS WENT ON ALL WEEK IN KHARTOUM. THEY PROTESTED AGAINST THE MILITARY REGIME WHICH HAD BEEN IN POWER SINCE 1958 AND DEMANDED A RETURN TO FREE SPEECH. EARLIER, THE GOVERNMENT HAD BANNED UNIVERSITY DISCUSSION GROUPS, WHICH HAD BEEN CRITICAL OF ITS POLICIES.

    AT THE SAME TIME, VARIOUS POLITICAL FACTIONS HELD RALLIES, CALLING FOR THE REINTRODUCTION OF CIVILIAN RULE AND A SAY IN A NEW GOVERNMENT. UNIONS CALLED A GENERAL STRIKE, WHICH PARALYSED THE NATIONS'S ESSENTIAL SERVICES.

    RIOTS BROKE OUT BETWEEN CIVILIANS AND THE SECURITY FORCES. TWENTY-SEVEN PEOPLE WERE KILLED AND MORE THAN 100 INJURED.

    SOME OF THE VICTIMS HAD TO BE WHEELED ON BICYCLES TO HOSPITAL.

    DURING THE DISTURBANCES, SHOPS WERE SMASHED AND CARS SET ON FIRE. IN THE END, THE VIOLENCE - DESCRIBED AS THE WORST IN SUDAN THIS CENTURY - BROUGHT DOWN THE MILITARY GOVERNMENT.

    WITH THE MILITARY'S APPROVAL, A NATIONAL COALITION GOVERNMENT WAS FORMED, WITH PRESIDENT IBRAHIM ABBOUD REMAINING AS HEAD OF STATE. THE NEW MINISTERS WERE SWORN IN YESTERDAY (SATURDAY).

    ARMY LEADERS TOOK THE OATH OF ALLEGIANCE, AND PRESIDENT ABBOUD SWORE LOYALTY TO THE 1956 TEMPORARY CIVILIAN CONSTITUTION.

    THE PRESIDENT TODAY (SUNDAY) APPEALED FOR NATIONAL STABILITY TO ENABLE THE NEW GOVERNMENT TO WORK TOWARDS FRESH ELECTIONS AND THE RETURN TO DEMOCRATIC PARLIAMENTARY RULE.

    HE PLEDGED THAT HE WOULD DO HIS UTMOST TO ENSURE THAT THE AGREEMENT BETWEEN THE MILITARY AND CIVILIAN LEADERS FORMING A NEW GOVERNMENT WOULD BE STRICTLY ENFORCED.

    THE PRIME MINISTER, KHATEM EL KHALIFA, SAID SUDAN WOULD CONTINUE TO FOLLOW A POLICY OF NON-ALIGNMENT.
