    Background: MR. MARCO ROBLES WAS SWORN IN AS 35TH PRESIDENT OF PANAMA AT A CEREMONY IN PANAMA CITY ON THURSDAY. HE SUCCEEDS MR. ROBERTO CHIARI - WHOSE TROUBLED TERM OF OFFICE WAS HIGHLIGHTED BY RIOTS IN JANUARY DIRECTED AGAINST THE UNITED STATES.

    THE NEW PRESIDENT, SPEAKING AT THE CEREMONY HELD BEFORE THE NATIONAL ASSEMBLY, CALLED ON THE UNITED STATES FOR "UNDERSTANDING AND GOOD WILL" IN PUTTING U.S. - PANAMANIAN RELATIONS "ON A NEW BASIS". HE PROMISED TO SEEK FULL JUSTICE IN THE PANAMANIAN PEOPLE'S "JUST AND WELL - FOUNDED DEMANDS" ON THE UNITED STATES.

    THE SWEARING-IN CEREMONY WAS NOT WITHOUT INCIDENT. TWELVE OPPOSITION DEPUTIES WALKED OUT, CLAIMING THE INAUGURATION WAS "FARCE". THE CITY HAD BEEN DISTURBED THE PREVIOUS NIGHT BY NINE BOMB EXPLOSIONS AT VARIOUS POINTS. NO CASUALTIES WERE REPORTED, BUT THERE WAS WIDESPREAD UNEASINESS.

    THE OUTGOING PRESIDENT, SPEAKING AT THE CEREMONY, PLACED THE BLAME FOR LAST JANUARY'S RIOTS SQUARELY ON THE UNITED STATES GOVERNMENT. THE DISTURBANCES AROSE FROM A DISAGREEMENT OVER RIGHTS TO FLY THE PANAMANIAN FLAG IN THE UNITED STATES-ADMINISTERED PANAMA CANAL ZONE. TWENTY-FOUR PEOPLE DIED IN A STREET FIGHTING.
