    THE FORMAL OPENING OF A NEW SUB-REGIONAL OFFICE OF THE UNITED NATIONS ECONOMIC COMMISSION FOR AFRICA (E.C.A.) TOOK PLACE IN LEOPOLDVILLE ON SATURDAY.

    THE CONGOLESE PRESIDENT, GENERAL JOSEPH MOBUTO, TOGETHER WITH MR. ROBERT GARDINER, GHANAIAN SECRETARY GENERAL OF E.C.A., OFFICIATED AT THE OPENING CEREMONY. THE CONGOLESE FOREIGN MINISTER, JUSTIN BOMBOKO, WAS ALSO PRESENT.

    THE SUB-REGIONAL OFFICE AT LEOPOLDVILLE WILL SERVE CENTRAL AFRICA. MR. GARDINER, WHO REPLIED IN FRENCH TO A SPEECH BY GENERAL MOBUTU, SAID HE BELIEVED ECONOMIC CO-OPERATION IN AFRICA COULD BEST BE ACHIEVED IN THE INDUSTRIAL SECTOR.

    DISCUSSION OF ECONOMIC CO-OPERATION IN CENTRAL AFRICA WILL BE TAKING PLACE AT A SUB-REGIONAL MEETING OF THE COMMISSION IN BRAZZAVILLE FROM APRIL 18 TO 23. COUNTRIES TAKING PART ARE CONGO (BRAZZAVILLE); CONGO (LEOPOLDVILLE); CENTRAL AFRICAN REPUBLIC; CHAD; GABON; CAMEROUN, BURUNDI AND RWANDA.

    OBSERVERS FROM SOME OF THE U.N. SPECIALISED AGENCIES WILL BE ATTENDING, AND THE MEETING IS EXPECTED TO DEAL MAINLY WITH TRANSPORT PROBLEMS, INCLUDING A PLAN TO BUILD A ROAD AND RAIL BRIDGE ACROSS THE RIVER CONGO BETWEEN BRAZZAVILLE AND LEOPOLDVILLE.
