Background: North Vietnam celebrated its 28th anniversary on September 2nd. The streets of Hanoi, the capital, were decorated with flags, coloured streamers, and posters, giving it an unusual festive air. People appeared to have caught the mood and were in high spirits.
The highlight of the celebration was a visit by the self-styled Chairman of the South Vietnamese Provisional Revolutionary Government (Viet Cong), Mr. Nguyen Hu Tho. He was greeted by North Vietnam's President Ton Duc Thang, Prime Minister Phang Van Dong, and other government officials.
The Anniversary Rally was held in Hanoi's Bah Din Hall where nearly a thousand guests assembled to hear the Prime Minister and other leaders. In a 40 minute speech, the Prime Minister accused the South Vietnamese government and the United States of Violating the Paris Peace Treaty. He added that the people of North Vietnam must beware of further aggression and must develop their own industries.
