IN THESE CIRCUMSTANCES I THOUGHT IT FIT TO LET THE SECURITY COUNCIL KNOW OF THIS SITUATION BEFORE WE EMBARK UPON A DISCUSSION OF A VERY MINOR MATTER IN COMPARISON WITH THIS THREAT OF INVASION IN THE ISLAND. AND IN THIS RESPECT I WOULD CALL ATTENTION TO THE FACT THAT THE GRAVITY OF THE SITUATION IS NOT ONLY CONCERNING CYPRUS. BUT THE UNITED NATIONS ITSELF AND ITS CHARTER -- IF WE GO BACK TO THE RULE OF THE JUNGLE IN INVASIONS IN THIS FORM, SO THAT HAVING THESE CONSIDERATIONS IN MIND THE SECURITY COUNCIL MAY NOW DECIDE WHETHER IT WILL NOT PROCEED WITH THIS IMMINENT DANGER WITH WHICH MAY COUNTRY IS THREATENED -- ITS POPULATION BEING BOMBED FROM THE -- FROM PLANES AND INVASION IN THE ISLAND WHICH MAY BRING A WORLD WAR. THIS IS ALL I WANT TO SAY MR. PRESIDENT, THANK YOU.

AND TURKEY COULD NOT IGNORE SUCH A HUMANE, AND LEGITIMATE CALL. THERE CAN BE NO QUESTION AS TO WHO BEARS THE ENTIRE RESPONSIBILITY FOR THE ALARMING TURN OF EVENTS IN CYPRUS -- IT IS THE GOVERNMENT OF ARCHBISHOP MAKARIOS.

TURKEY HAD REQUESTED THE MEETING BE HELD, ACCUSING GREEK CYPRIOTS OF TRYING TO "SUBDUE BY FORCE OF ARMS THE TURKISH COMMUNITY IN CYPRUS IN ORDER TO PERPETUATE THE USURPATION OF GOVERNMENT BY THE GREEK COMMUNITY." DURING THE INITIAL WRANGLING, A SUGGESTION THAT CYPRUS DELEGATE, MR. ZENON ROSSIDES, CALLED THE ATTENTION OF THE COUNCIL ON A POINT OF ORDER:
    SPEAKING FOR TURKEY, MR. ORHAN ERALP CAST DOUBT ON THE TRUTH OF MR. ROSSIDES' THREATENED INVASION REMARK BEFORE GOING ON TO DEFEND HIS COUNTRY'S ACTION IN ATTACKING GREEK CYPRIOT POSITIONS IN THE NORTH-WEST OF THE ISLAND.

    THE EMERGENCY SESSION OF THE UNITED NATIONS SECURITY COUNCIL MET AGAIN TODAY (SUNDAY) WITH SOME HOPE OF AVERTING A MAJOR CRISIS IN THE EASTERN MEDITERRANEAN. THE PRESIDENT OF THE COUNCIL APPEALED TO TURKEY TO CEASE THE BOMBING OF CYPRUS AND THE USE OF MILITARY FORCE AGAINST THE ISLAND AND TO THE CYPRUS GOVERNMENT TO ORDER ITS FORCES TO CEASE FIRE IMMEDIATELY. PRESIDENT MAKARIOS HAS OFFERED A CEASE-FIRE AND AT THE SECURITY COUNCIL THE TURKISH DELEGATION HAS WELCOMED THE PRESIDENT'S SUGGESTION.
