A US Senate delegation led by Tennessee senator BAKER HOWARD HENRY JR. arrived in the USSR on January 7, 1979 on the invitation of the USSR Parliamentary group. The delegation visited Leningrad for a short sightseeing tour and on the next day, January 8, arrived by special plane to Moscow.
