SCU George Brown speaks "Nor can any of us be happy when private nationals of one country are held in detention by governments of another country for months without charge or without justification. We have been the victims of this kind of disgraceful behaviour but we are not alone. But are we the real victims? Isn't the real victim the structure of international confidence and understanding. It is impossible under these conditions to get our real business done - it's no good our meeting here if damage and destruction to diplomatic establishments is being condoned outside. The world is subjected to a mass of constant, deliberate and sometimes malevolent propaganda over the radios and sometimes TV. This too destroys the work and trust between peoples and I believe we should express our condemnation of this perverted way of doing business.
......The problem of the balance between different countries of the world. At present there are 2 giant states-the gap between these giants and the rest of the world is not good for the world-it isn't good for the 2 super states ??? themselves. It isn't good for other countries who are sensitive about what they believe to be their weakness. For this reason we in Britain welcome the regional groupings which have grown up in Africa, South America and other parts of the world. It is also why we believe in a wider European grouping than exists at present. It was for-this reason that Britain-coupled early this year for full membership of the European community. I believe as a result of their joining the European community Europe will be able to speak with as much stronger voice in the councils of the world and I believe it will also strengthen our ability to support the U.N.
......Many of the problems have been caused by the unwillingness of us in U.N. to become involved in major international problems before they reach a critical point - when the inevitable crisis comes upon us we often seems content to apply a palliative which cures the symptoms without attacking the root of the complaint. Great international problems do not solve themselves.........
