The congress is the biggest international gathering ever held in the Canadian capital. Ninety-six nations are represented, and the meetings are being held in the Parliament buildings -- the only place large enough.
MAN PILING WOMEN'S SHOES ON GROUND
"Find the ladies shoes". This race is won by a delegate from Switzerland -- where the Postal Union was created in Eighteen seventy-four. More than three hundred delegates are attending the six-week congress. It was opened by Prime Minister Diefenbaker. In a speech of welcome, he said that due to the Union's work, "mail knows no frontier".
SERVING OF FOOD, INCLUDING CORN
After the races -- refreshment. The congress -- the fourteenth of the UPU--is presided over by Canada's Deputy Postmaster-General, Walter Turnbull. Traditionally, the head of the host delegation is elected to this post. The last congress was held in Brussels five years ago.
