  • Description

PARATROOPS AND GENDARMES ON SATURDAY GUARDED THE SENEGAL HIGH COURT IN DAKAR AS IT SENTENCED THE FORMER PREMIER, M. MAMADOU DIA, TO LIFE DETENTION ON CHARGES ARISING FROM HIS ATTEMPTED COUP LAST DECEMBER. HE WAS ACCUSED OF ORDERING THE ARMED FORCES TO EXPEL DEPUTIES FROM THE NATIONAL ASSEMBLY TO PREVENT THEM VOTING A CENSURE MOTION.

HE ALSO WAS CHARGED WITH ORDERING THE ARREST OF DEPUTIES AND WITH HAVING THE TELEPHONE LINES TO PRESIDENT SENGHOR'S RESIDENCE CUT. FOUR PRIME MINISTERS TRIED WITH M. DIA WERE ALSO SENTENCED -- M. IBRAHIM SARR, M. VALDODIO NDIAYE AND M. JOSEPH MBAYE TO 20 YEARS DETENTION EACH AND M. ALIOUNE TALL TO FIVE YEARS. IN THEIR FINAL STATEMENTS TO THE COURT, ALL FOUR MEN AFFIRMED THEIR SOLIDARITY WITH THE FORMER PREMIER. THERE IS NO APPEAL AGAINST THE SENTENCES.

THE PUBLIC PROSECUTOR, IN HIS CLOSING SPEECH, FOUND "EXTENUATING CIRCUMSTANCES" FOR M. DIA, BECAUSE "AT A GIVEN MOMENT HE THOUGHT HE WAS DOING RIGHT" AND FOR TWO OF THE MINISTERS BECAUSE THEY ACTED UNDER THE INFLUENCE OF THE FORMER PREMIER'S "STRONG PERSONALITY".
