    AT THE GENEVA DISARMAMENT CONFERENCE TODAY (TUESDAY), THE UNITED STATES PUT FORWARD A NEW PLAN DESIGNED TO STOP THE SPREAD OF NUCLEAR WEAPONS.THE PLAN, HOWEVER, WAS MET WITH RESERVATION BY THE CHIEF RUSSIAN DELEGATE, MR.TSARAPKIN, UNSURE ABOUT THE PLAN'S RELATION TO NATO AND WEST GERMANY.

    THE TWO KEY ARTICLES OF THE UNITED STATES PROPOSAL SAY, FIRST, THAT EACH NUCLEAR POWER WOULD UNDERTAKE NOT TO TRANSFER NUCLEAR WEAPONS TO ANY NATION NOT ALREADY POSSESSING THEM, AND, SECOND, THAT NON-NUCLEAR STATES SIGNING THE TREATY WOULD AGREE NOT TO MANUFACTURE NUCLEAR WEAPONS OR ACCEPT THEM FROM ANOTHER STATE.

    MR.TSARAPKIN, THE SOVIET CHIEF DELEGATE IMMEDIATELY ASKED WHETHER THE TREATY PROVIDED FOR THE COMPLETE BANNING OF ACCESS TO NUCLEAR WEAPONS THROUGH ANY SO-CALLED NATO MULTILATERAL FORCE.HE ALSO WANTED TO KNOW WHETHER IT EXCLUDED THE POSSIBILITY OF CREATING A NATO MULTILATERAL FORCE IN WHICH WEST GERMANY WOULD PARTICIPATE.LATER, TALKING TO NEWSMEN, THE UNITED STATES CHIEF DELEGATE, MR.FOSTER, SAID THE DRAFT TREATY DID NOT PRECLUDE THE FORMATION OF A MULTILATERAL FORCE - BUT IT DID PREVENT THE ESTABLISHMENT OF ANY NEW INDEPENDENT NUCLEAR ENTITY.

    ALL THE WESTERN POWERS AT THE SEVENTEEN-NATION MEETING WELCOMED THE NEW UNITED STATES PLAN.
