    AN AMERICAN ELECTRONICS ENGINEER AND A RUSSIAN CHAUFFEUR WERE ARRESTED TUESDAY NIGHT ON SPY CONSPIRACY CHARGES. TWO SOVIET AIDES AT THE UNITED NATIONS WERE ALSO TAKEN INTO CUSTODY, BUT RELEASED A SHORT TIME LATE BECAUSE THEY HAVE DIPLOMATIC IMMUNITY.

    THE TWO ARRESTED WERE SEIZED IN A PARKING LOT IN THE RAILROAD STATION AT ENGLEWOOD, NEW JERSEY, JUST ACROSS THE HUDSON RIVER FROM NEW YORK CITY. THEY ARE JOHN W. BUTENKO, 38, OF ORANGE, NEW JERSEY AN ELECTRONICS ENGINEER AND IGOR A IVANOV, A 33-YEAR-OLD CHAUFFEUR FOR AMTORG, A SOVIET ORGANISATION THAT HANDLES UNITED STATES-RUSSIAN TRADING RELATIONS.

    HELD BRIEFLY OUTSIDE THE RAILROAD STATION WERE GLEB A.PAVLOV AND YURI A.ROMASHIN, RUSSIANS ATTACHED TO THE UNITED NATIONS. THEY HAVE SINCE BEEN ORDERED TO LEAVE THE UNITED STATES, TOGETHER WITH A VLADIMIR I OLENEV SAID TO HAVE TAKEN PART IN MEETINGS BETWEEN BUTENKO AND IVANOV. OLENEV LIVES AT THE SOVIET U.N. MISSION.

    THE CASE INVOLVES A HIGHLY SECRET AIR FORCE CONTRACT. BUTENKO, AMERICAN-BORN OF RUSSIAN PARENTAGE, WAS ACCUSED OF PASSING THE RUSSIANS A BRIEFCASE FULL OF AIR FORCE CONTRACT SECRETS DURING A RENDEZVOUS AT THE RAILROAD STATION.
