    IN A FAREWELL SPEECH, GENERAL NORSTAD, 55, WHO TODAY RETIRED FROM THE UNITED STATES AIR FORCE AFTER 32 YEARS OF ACTIVE SERVICE, SAID TO HIS SUCCESSOR:
    GENERAL LEMNITZER, THE FIFTH AMERICAN TO HOLD THIS TOP WESTERN ALLIED POST AND ONE OF THE ORIGINAL PLANNERS OF THE N.A.T.O.
