SHAGARI: "In spite of the fact that there has been no democracy for 12 years, they care. And now with democracy it will be their own government of their own making which is going to run their own affairs and together I believe we will be successful."

Background: The National Party of Nigeria, the N.P.N., has held its first rally in Lagos. the N.P.N is one of the five political parties sanctioned by the Military Government which is carrying out its avowed intention of returning the country to Parliamentary rule.
SYNOPSIS: The rally was also a means of introducing Mr. Shehu Shagari as the Presidential candidate of the N.P.N.
It was held at the Campus Square, and area much used for nationalist activities during Nigeria's struggle for independence.
When the Military Government lifted its ban on political activities in February of last year, some 52 political Associations were formed Only 19 of them registered, and only 13 of those could file their registrations by the deadline set.
Top officials of the five recognised parties have been told by the Military Government that their campaigns are to be carried out fairly and be free of abuse. It was stipulated that National Unity had to be the base of their electioneering activities. Mr. Shagari's supporters were enthusiastic about his nomination as a presidential candidate. After his welcome Mr. Shagari addressed the rally.
