    Israel is planning to extend its settlements in the Sinai desert, despite the fact that under Israeli premier Menachem Begin's peace plan, the area would eventually come under Egyptian sovereignty. Meanwhile the proposals put forward by Mr. Begin at the recent summit at Ismailia with Egypt's President Anwar Sadat are being increasingly attacked in Israel. Members of the militant right-wing Gush Emunim movement are among the leading critics.

    SYNOPSIS: The territory on the West Bank, including this settlement at Givon is one area which Mr. Begin has tentatively offered to return to the Arabs. His offer of limited self rule to the Arabs has angered Israelis living in the region, particularly members of the Gush Emunim group who wish to strengthen the settlements.

    This settlement at Haruvit near El Arish in western Sinai was established in 1975. Despite the fact that the area may be returned to Egypt, Israeli television reported last week that the Government plans to invest 25 million dollars in development projects there. But Mr. Gershon Shafat, a Gush Emunim leader, is still unhappy.
