Background: THE ARTIFICIAL RAIN RESEARCH ASSOCIATION OF JAPAN IS CONDUCTING RAIN-MAKING OPERATIONS OVER TOKYO IN AN ATTEMPT TO BREAK ONE OF THE WORST DROUGHTS IN YEARS.

THE JAPANESE SCIENTISTS ARE SEEDING CLOUDS FROM A C-46 TRANSPORT 'PLANE ON REGULAR FLIGHTS AT ABOUT FIFTEEN-THOUSAND FEET.

THEY EXPECT TO CONTINUE THE OPERATION UNTIL THE CRISIS IS OVER.

WITH NO RELIEF IN SIGHT AND ONLY FIFTY-THREE DAYS TO THE START OF THE OLYMPIC GAMES, IT'S ESTIMATED THAT TOKYO HAS LESS THAN A WEEK'S SUPPLY OF WATER LEFT FOR ITS TEN MILLION INHABITANTS.

THE WATER LEVEL IN THE THREE RESERVOIRS SUPPLYING TOKYO IS DOWN TO ABOUT NINE-HUNDRED-MILLION GALLONS.

THIS IS LESS THAN ABOUT TWO PERCENT OF TOTAL CAPACITY.

AS THE CRISIS GROWS, JAPANESE GROUND SELF-DEFENCE FORCES AND UNITED STATES ARMY TROOPS ARE RUSHING WATER-FILLED TANKERS IN FROM OUTLYING AREAS TO TOKYO'S WORST-HIT SUBURBS.
