    DOCTOR KOFI BUSIA, A 56-YEAR-OLD PROFESSOR OF SOCIOLOGY, WAS SWORN IN ON WEDNESDAY AS GHANA'S FIRST PRIME MINISTER SINCE HIS OLD POLITICAL OPPONENT, KWAME NKRUMAH, WAS OUSTED BY A MILITARY COUP THREE-AND-A-HALF YEARS AGO.

    DR. BUSIA WAS SWORN IN TOGETHER WITH A THREE-MAN PRESIDENTIAL COMMISSION DURING A COLOURFUL AND SOLEMN CEREMONY AT THE STATE HOUSE IN ACCRA.

    SOON AFTER DR. BUSIA'S INVESTITURE, THE FINAL RESULTS OF THE RECENT GHANAIAN GENERAL ELECTIONS BECAME KNOWN, GIVING HIS PROGRESS PARTY A DECISIVE 105 SEATS IN THE 140-SEAT NATIONAL ASSEMBLY - A MAJORITY OF 70 OVER ALL OTHER PARTIES AND INDEPENDENTS COMBINED.

    THE THREE MEN SWORN IN DURING THE SAME CEREMONY TO ACT JOINTLY AS PRESIDENT OF GHANA FOR THE NEXT THREE YEARS WERE BRIGADIER AKWASI AFRIFA, MR. J.W.K. HARLLEY AND MAJOR-GENERAL A.K. OCRAN. THEY WERE FORMERLY MEMBERS OF THE NATIONAL LIBERATION COUNCIL WHICH HAS RUN GHANA SINCE NKRUMAH WAS OUSTED IN FEBRUARY, 1966.

    TO COMMEMORATE THE OCCASION, BRIGADIER AFRIFA ORDERED THAT ALL PERSONS BEING HELD "IN PROTECTIVE CUSTODY" WOULD BE RELEASED IMMEDIATELY. AMONG THOSE SET FREE WAS MR. BOYE MOSES, A FORMER SECURITY AIDE TO FORMER PRESIDENT NKRUMAH.

    BRIG. AFRIFA SAID DURING THE CEREMONY THAT THE N.L.C. HANDED OVER THE MANTLE OF OFFICE WITH THE SATISFACTION THEY HAD DONE ALL THEY COULD TO SERVE GHANA AND DISPEL THE DARK SHADOW OF DICTATORSHIP. HE APPEALED TO ALL GHANAIANS TO CO-OPERATE WITH THE NEW GOVERNMENT IN THE INTERESTS OF NATIONAL UNITY.

    AFTER DR. BUSIA TOOK HIS OATH, BRIGADIER AFRIFA RAISED THE NEW PRIME MINISTER'S HAND UP HIGH LIKE A CHAMPION BOXER TO ACKNOWLEDGE THE APPLAUSE OF THE 1,000 PEOPLE GATHERED TO WATCH THE CEREMONY.
