    FOLLOWING DEMONSTRATIONS BY KOREAN STUDENTS AND THE IMPOSITION OF MARTIAL LAW ON SEOUL LAST WEEK, CHONG PIL KIM, THE CHAIRMAN OF THE RULING DEMOCRATIC REPUBLICAN PARTY AND A RIGHT HAND MAN OF PRESIDENT PARK, HAS ANNOUNCED HIS RESIGNATION.

    MR. KIM, 37, CHIEF ENGINEER OF THE 1961 COUP D'ETAT WHICH BROUGHT PARK TO POWER, MET THE PRESS SHORTLY AFTER HIS RESIGNATION WAS ANNOUNCED. HE TOLD THEM: "BECAUSE OF CIRCUMSTANCES, I HAVE INADVERTENTLY CREATED MUCH STRAIN AND MISUNDERSTANDING IN THE COURSE OF MY WORK. EVENTUALLY THERE AROSE A SITUATION WHICH CALLED FOR PROCLAMATION OF MARTIAL LAW.... I REGRET THAT I HAVE CAUSED STRAIN IN THE HEARTS OF THE PEOPLE AND THE PRESIDENT."
    THE KOREAN GOVERNMENT IS AT PRESENT CONDUCTING NEGOTIATIONS WITH JAPAN ON THE SUBJECT OF DIPLOMATIC RELATIONS. MR. KIM PLAYED A KEY ROLE IN THESE DISCUSSIONS. THE PRESENT WAVE OF UNREST BEGAN LAST MARCH WHEN STUDENTS STARTED DEMONSTRATIONS DENOUNCING GOVERNMENT HANDLING OF THE TALKS AND OPPOSED WHAT THEY DESCRIBED AS "HUMILIATING CONCESSIONS" AT THE CONFERENCE.
