    RUMOURS CIRCULATED IN PARIS TODAY (17 NOVEMBER) THAT BRITAIN WOULD HAVE TO MAKE CONCRETE POLICY CHANGES TO IMPROVE HER BALANCE OF PAYMENTS STATUS IF SHE WANTED TO OBTAIN A NEW BIG LOAN. THESE RUMOURS COUNTER OTHERS WHICH HAVE SURROUNDED WEDNESDAY AND THURSDAY'S OECD (ORGANISATION FOR ECONOMIC COOPERATION AND DEVELOPMENT) CONFERENCE IN PARIS, TO THE EFFECT THAT BRITAIN IS SEEKING A BIG LOAN IN NEGOTIATION WITH FOREIGN BANKS.

    THIS WEEK'S CONFLICTING RUMOURS, NEITHER CONFIRMED NOR DENIED BY MR. CALLAGHAN, BRITAIN'S CHANCELLOR OF THE EXCHEQUER, HAVE CAUSED INTERNATIONAL SPECULATION ON THE VALUE OF THE POUND COMMENTATORS HAVE DESCRIBED IT AS HAVING 'SEE-SAWED'.

    REPRESENTATIVES OF THE 'GROUP OF TEN' MOST INDUSTRIALISED NON-COMMUNIST COUNTRIES MET IN PARIS TODAY, BUT CONFERENCE SOURCES SAID THEY DID NOT DISCUSS THE 1000 MILLION DOLLAR LOAN (ABOUT GBP375 MILLION STERLING) RUMOURED TO BE UNDER NEGOTIATION.

    THERE WAS EVEN SPECULATION TODAY THAT BRITAIN MIGHT BE ASKED TO DEVALUE THE POUND BY AS MUCH AS BETWEEN 15 AND 30 PER CENT SHOULD SHE WISH TO OBTAIN A LOAN. BUT THERE IS ABSOLUTELY NO CONFIRMATION OF THESE RUMOURS, OR OF REPORTS THAT THE FRENCH ARE INSISTING ON PARTICULARLY RIGOROUS CONDITIONS IN ANY INTERNATIONAL LOAN NEGOTIATIONS.
