    THE DELEGATES WHO ENTERED THE GREY STONE CONFERENCE BUILDING NEAR THE ARC DE TRIOMPHE AT 1030 LOCAL TODAY FINALLY EMERGED AT 1800 HOURS LOCAL.

    FIRST TO ARRIVE WAS THE VIET CONG DELEGATION, LED BY MR. TRAN BUU KIEM AND MADAME BINH NORTH VIETNAM'S DELEGATION, LED BY MR XUAN THUY ARRIVED NEXT.

    THEY WERE FOLLOWED BY THE SOUTH VIETNAMESE PARTY, LED BY MR. PHAN DANG LAM AND THE UNITED STATES NEGOTIATOR MR. HENRY CABOT LODGE AND HIS ASSISTANTS.

    AFTER THE MEETING, MR LODGE SAID THAT NO AGREEMENT HAD BEEN REACHED ON THE EXCHANGE OF PRISONERS OR THE WITHDRAWAL OF TROOPS.
