    Palestine guerrilla leader Yasser Arafat yesterday described Israel's raid on Lebanon this week as a failure. Mr. Arafat was accompanying foreign reporters and photographers on a tour of Habbariya Village where the guerrillas fought a pitched battle with the raiders at dawn on Tuesday.

    Mr. Arafat Referred to a statement by Israeli Foreign Minister, Abba Eban, that the 32-hour raid was aimed at weakenung and destroying Fatah, the biggest guerrilla group. He told the crowd of 40 newsmen: "As you see, Fatah has not weakened and we are here."
    Another guerrilla spokesman put Fatah losses in the fighting at 14 killed, 11 missing and 17 wounded. He thought the Israeli losses were between 50 killed and wounded.

    In Hebbariya Village, at least 17 houses were destroyed, apparently by dynamite. Near the village, in an olive grove, lay the wrackage of a Fatah field vehicle which had carried a recoilless rifle. Two more vehicles lay wrecked on the road which also showed tracks left by Israeli tanks.
