    Israeli Premeir Golda Meir said Austria's decision to close its transit camp for emigrating Soviet Jews at the demand of Arab Guerrillas was "the greatest encouragement to terror throughout the world."
    Mrs. Meir made her remarks in a speech before the Council of Europe's Parliamentary Assembly in Strasbourg, France, on Monday (1 October)
    The Israeli Premier abandoned the prepared text of her speech to the assembly to talk of the seizure of four hostages by two Palestinian Guerrillas at the Austro-Czechoslovak border.

    SYNOPSIS: The Council of Europe's Parliamentary Assembly met amid strict security in Strasbourg, France on Monday. Credentials were carefully screened before admission to the conference hall.

    All the precautions were to insure the safety of Israeli Premier Gold Meir, who was to address the Council of Europe Assembly in the wake of the Arab Guerrilla attack on Friday. Mrs. Meir departed from her prepared text to talk of the Palestinian attack, to the seventeen nations represented at the conference.

    Mrs. Meir is scheduled to go on to Vienna for talks with Austrian Chancellor Bruno Kreisky about his country's decision to cut the transit facilities to Soviet Jews emigrating to Israel.
